What is CIT?
Committees for Territorial Integration (CIT) are "collegiate bodies where the relevant authorities will agree on everything regarding implementing land - use planning. They will also present a strategic vision for future development of the territorial area of influence" pursuant to Act 614 of 2000.
Incorporation of the CIT is mandatory among the municipalities that belong to one single department, which has an area of influence greater than 500,000 inhabitants and where there are conurbation events or tight relations in land use and provision of utilities that make it indispensable to articulate land - use planning.
Bogotá and its surrounding municipalities have given shape to CIT. It was created in 2015 within the framework of the Bogotá - Cundinamarca Competitiveness Regional Commission with the support of the CCB and the United Nations Center for Regional Development (UNCRD).
There were three stages in creating this Committee:
- Negotiation and agreement, showing the need to create this collegial body and defining an area of technical influence, including Bogotá, by means of a certificate.
- Constructing the supporting technical background in which the CIT's technical foundactions were set and a blue print of the consensus area of influence was made, which included Chía back then.
- Incorporation of CIT by signing a Certificate of Incorporation. All nine municipalities, the Governor's Office from Cundinamarca and CAR signed the ceertificate.

In 2016, CIT started a consolidation process and became a space to discuss and articulate integration initiatives such as Región Vida (Life Region), which connected the guilds’, and NGO's representatives as set by the law. It included 4 other municipalities (Sesquilé, Guasca, Guatavita and Granada) in its area of technical influence and incorporated 11 municipalities into the consensual area of influence.
CIT is currently made up of the following municipalities and entities: Fusagasugá, Sibaté, Soacha, Mosquera, Cota, Chía, Sopó, La Calera, Tabio, Tocancipá, Zipaquirá, Bojacá, Choachí, Funza, Madrid, Sesquilé, Cajicá, Zipacón, Facatativá, Bogotá D. C.; Cundinamarca's Governor's Office; Corporación Autónoma Regional (Regional Autonomous Corporation) (CAR) cundinamarca branch; Corporinoquía; the Ministry of Housing, City and Land; the Ministry of the Interior; two guilds: Asomuña (Sibaté) and Asoproleche (Sopó), Fundación de La Cruz NGO, and Sopó's Territorial Council.

Chair of CIT is the responsibility of the Mayor of Chía (a municipality near Bogotá) and the CCB's Technical Secretary's Office.
